According to a recent report, President Joe Biden’s $1.9 trillion coronavirus control program could increase the income of the poorest Americans by nearly $3,600.

The bill proposed last month provides direct checks of $1,400 for eligible individuals and extends the Child Tax Credit (CTC) and Earned Income Tax Credit (EITC), reports CBS News. With these three measures, the poorest 20 percent of Americans could increase their pre-tax income by 33 percent, CBS reported, citing the Institute for Tax and Economic Policy.

In other words, the financial distribution can be estimated at $3,590. The cost of the agency is still $1.5 million and the agency still has $1.5 million at its disposal.

According to CBS:

Three programs – a third round of incentives plus two enhanced tax credits – would provide a similar amount of average benefits to 95 percent of U.S. households, according to the ITEP analysis. However, the impact will be much greater for low-income households, as benefits will account for a larger share of their income. This is important because low-income households are more likely to spend that money, stimulating the economy and stabilizing their own budgets, Steve Wamhoff, director of federal fiscal policy at ITEP, told CBS MoneyWatch.

The 20th. In February, CNN reported that a key House committee released a package to help Democrats fight the coronavirus, combining President Joe Biden’s stimulus proposal with a 591-page bill.

The House Appropriations Committee is expected to consider the legislation on Monday, Feb. 22., CNN reports.

According to the ITEP, the total income of the poorest fifth of Americans would increase by $3,590 as a result of the three programs outlined in Biden’s proposed stimulus bill. This particular group of U.S. workers earns an average of $10,900 a year, ITEP adds.

Meanwhile, CBS News reports that the average 20% of households would have been similarly affected by $3,370, but would have had a comparatively smaller impact by $51,500 per year due to the higher average income in this quintile.

The findings of the ITEP are also reflected in a similar study by the Centre for Fiscal Policy.

The 10th. In February, the Center projected that the bottom fifth of U.S. workers will receive a 20 percent after-tax increase, which is similar to ITEP projections. The organization also found that households with annual incomes of $91,000 or less would receive two-thirds of the proposed benefits, while the top 20 percent would only receive about 11 percent.

The Democrats’ CLC expansion plan would lift 4.1 million more children out of poverty, according to the Center on Fiscal and Policy Priorities.

Under Biden’s proposed plan, the CTC would be increased to $3,600 for children under 6 and $3,000 for children under 17, CBS News reported.

CBS has indicated that the current CTC limit for many families is $2,000, although the benefits for the poorest families are limited.

The Center on Budget and Policy Priorities, a nonpartisan research and policy institute, estimates that the new stimulus package will lift an additional 4.1 million children out of poverty by expanding the CCT. The center explained how the measure would allow the tax credit to be paid monthly instead of annually at the time of tax assessment.

Final passage of this historic proposal – along with a provision on the EITC that would prevent the federal tax code from taxing millions of adults without children in poverty or more – would be a historic achievement and should be an urgent priority once this interim bill is passed, SBPP said.
